Rho Epsilon Iota (REI)

Provisional Chapter Agreement

I. Purpose

This agreement establishes the terms and conditions under which the Rho Epsilon Iota Provisional Chapter at

(hereinafter referred to as the University)

will operate while completing the required steps to become an officially chartered chapter of Rho Epsilon Iota (REI). The individuals signing this agreement (hereinafter referred to as the Chapter Founders) agree to operate as an unaffiliated, unincorporated association that is not controlled by REI or any other affiliated entity. No part of this Provisional Chapter Agreement shall be construed to imply that REI exercises control over the Provisional Chapter.

II. Provisional Chapter Status

Provisional Chapter status allows students at the University to operate under the REI brand while they:

  • Register as a student organization at the University.

  • Create official REI-branded social media pages following REI guidelines.

  • Develop an interest list of potential members.

  • Follow the REI Build - Starting a Chapter Course and utilize the shared Provisional Chapter Resources provided by REI.

  • Recruit at least 30 members who intend to pay dues and actively participate in chapter operations.

Until the Provisional Chapter meets the criteria for full chartering, it:

  • Does not have voting rights within REI;

  • Cannot collect dues;

  • Holds REI harmless;

  • May not enter into contracts on behalf of the Provisional Chapter or REI.

III. Timeline & Deadlines

  • Student Organization Registration: The Provisional Chapter must be officially recognized by the University in the semester it begins operations.

  • Social Media Pages: Must be established and active within 14 days of signing this agreement.

  • Interest List: Must be created and linked to all social media pages within 14 days of signing this agreement.

  • Rush & Recruitment: The chapter must conduct its first recruitment process (rush) the semester after this agreement is signed. At least 30 dues-paying members must be accepted to be eligible for full chartering (50 is an average founding class size).

Failure to meet these deadlines may result in revocation of Provisional Chapter status (see Section V).

IV. Responsibilities of Provisional Chapter Leadership

REI Build Course Completion:

The Chapter Founders signing this agreement are required to complete the REI Build - Starting a Chapter Course in full within 14 days of signing. Completion of the course is necessary to maintain Provisional Chapter status and to proceed with the official chartering process.

REI Branding & Guidelines:

  • Use only REI-approved logos, colors, and messaging.

  • Keep social media and marketing materials aligned with REI standards.

  • Do not modify REI branding without written approval.

Recruitment & Membership Compliance:

  • All members must exclusively use the chapter’s Share Drive in Google Drive to store and create chapter resources.

  • Conduct recruitment in a professional and inclusive manner (e.g., no hazing or exclusionary pledge processes).

  • Ensure all new members understand REI’s mission, expectations, and values.

Confidentiality of REI Resources:

  • Access to REI’s Shared Drive and proprietary materials is strictly confidential.

  • Chapter Founders and members may not distribute, share, or modify REI materials outside of approved internal teams.

Regular Check-Ins with REI:

  • Submit bi-weekly progress reports on recruitment and organizational efforts.

  • Attend regular provisional chapter meetings with REI representatives.

V. Consequences for Failing to Meet Provisional Requirements

If the Provisional Chapter fails to meet any of the above outlined requirements (e.g., fewer than 30 members, failure to register as a student organization, violation of REI policies), REI reserves the right to revoke Provisional Chapter status.

Upon revocation:

  • The student organization must be dissolved at the University.

  • All social media account login credentials must be transferred to REI.

  • Access to REI branding, Shared Drives, and proprietary resources will be revoked.

  • All REI-branded materials created by the chapter must remain in the chapter Shared Drive and are the property of REI.

  • The University and any relevant administrators or organizations will be notified that REI is no longer affiliated with the group.

Failure to comply may result in formal reports to the University administration and/or legal action.

VI. Exceptions & Special Considerations

In rare cases, REI may grant an extension if the Provisional Chapter has made significant progress but has not yet reached 30 members. These extensions, limited to one additional semester, are granted at the sole discretion of REI leadership.
